Because it's where the Queen has her official Scottish residence (Holyrood Palace) and where the scottish kings & queens lived and sat in parliament.



Edinburgh was not initally the capital though. The first capital of scotland was Perth a little further North.

Same thing as 'why isn't New York the capital of the USA' or 'why isn't Toronto the capital of Canada'.

The commercial capital does not always have to be the political capital.

By the way, the Edinburgh castle was where the kings and queens lived, not Glasgow

The capital has been Edinburgh after 1492 when the king had it moved from Stirling. James IV established Holyrood as the royal palace at that time and it has remained so since.
