You do not need a passport to travel between England & Scotland. There is no border control.
However, if you make the journey by air, nowadays the airlines require photo-id and passports are the best.

If you mean from England into Scotland and Scotland to England, then the answer is no, as Scotland, England, Wales and Northern Ireland are part of Great Britain....or the United Kingdom.
If you were to arrive here from any other country then you would need a passport.

If you mean "do I need a passport going from Scotland to England and vice-versa?": no, both are part of United Kingdom.
If you mean "I live in another country and do I need a passport to go to Scotland and England?": it's depends of where you are from... but you didn't say that!!!
